It is; but you can purchase the Supplement to that book (for the 2.0.x and 2.1.x releases) from www.ibphoenix.com.

V.2.5 is not released yet. The release notes will fill you in on changes in that release. V.3.0 is not even available as an alpha yet.

The Firebird Book + supplement are right up to date. The Second edition, due out this year, covers all versions up to and including v.2.5. There won't even be release notes for v.3.0 until the first alpha.
