In general think of a iSCSI device (known as a LUN) as a logical device that exists on top of a abstracted storage pool of physical storage. As such, the properties of the LUN can be easily changed/expanded (sometimes while the system/LUN is online).

The actual details vary from SAN vendor to vendor/solution to solution but LUN expansion (or thin-provisioning) is a very common feature.
