Have you looked at the QNAP hardware systems?
(QNAP is a hardware solution, not software that can be installed on just any equipment)
A review of a manual suggests that the systems are locked down/tightly controlled. I doubt that even the system BIOS setup is available for user modification.
So, if a user can't get to BIOS to change the boot order; how can they boot from an external/non-local HDD source?
