You've missed out the Character set following fix_fss_metadata
Here's an example of what I used
C:\Program Files\firebird\Firebird_2_5\bin>gbak -r -p 8192 -v -user SYSDBA -pas masterkey -FIX_FSS_METADATA WIN1252 -REP "d:\data\fbdata\fb_itshared.bak21" "d:\data\fbdata\fb_itshared.fdb"
