You are right, my mistake, sorry.

In this case, typical problem is missing another dll.

Try to load this problematic dll from another program and you will see
where is a problem.
I'm using delphi application for testing UDFs(32 bit only) but you can use
any language.

That is irrelevant. He is running a 32 bit Firebird on Windows 64, so he
will still need to use 32 bit DLLs.
