Yes and no:
Yes, 32 bit ODBC is available on Windows (see below).
No, a 32 bit driver cannot be loaded by a 64 bit program, that is simply not allowed by the security model.

Microsoft has further complicated things: there a now two datasource administrators, by default you open the 64 bit version. The 32 bit version can probably found in the 32 bit section of the control panel (although I am not 100% sure). And confusingly both the 32 and 64 bits version is called 'odbcad32.exe' (the 64 bit version is located in system32 and the 32 bit in SysWoW64 (yes, really...)).
