What utility did you use to backup and restore the database? Make sure it is configured to point to C:\Program Files\Firebird\Firebird_2_1\bin of FireBird 2.x

Also search your drive and rename those associated with FireBird 1.x

Also make sure you followed the steps mentioned in metadata_charset.txt, normally in folder C:\Program Files\Firebird\Firebird_2_1\misc\upgrade\metadata
