I would try a couple of things:
1) Make sure your firewall is open for port 3050.
2) Try using a TCPIP connection with 127.0.0.1.
3) Make sure the service is of course running.

I just created a local version of our production database using Firebird's
gbak (we use this on a daily basis and have restored often).
The local database can be read and processed by ibExpert, but when I try to
create a TIBDatabase with the settings: Connection Local, Database:
C:\databases\.... I get a database unavailable error.
We are using Firebird 1.5 and
C:\Program Files\Firebird\Firebird_1_5\security.fdb
and
C:\Windows\system32\FBCLIENT.Dll
The server version of the database works fine.
