how about something like:

Select UN.<lots of stuff from three way union>,
S1.<surname_comma_forename)
from
(
your three union select goes here but don't join to staff just yet but
you need to select the staff_id
) UN
join staff S1 on (S1.STAFF_ID = MOD( UN.STAFF_ID, 1000))

In theory, I hope, the lookup of the staff name details is performed
outside the three way union.
