Your case is really distinct....

You ARE using all cpu's one for each DB, if one has just one DB ou like
the case in question.. 2 DB, the most that would be used will be 2 out
of 4 CPU's.

Your problem could be related to a distinct problem, like CS using too
much memory because the cache setting was too high...
