Misunderstanding !

If you can create a database trigger for periodically execute you don't
need manage the OS of server (for sheduler and isql start)! only your
database!!

Sufficient a database trigger then fired every minute (until database in
work, anybody connected).
Everybody can write our favourite sheduler for this ;)
