If you are running Firebird on Windows XP with the Windows System
Restore feature enabled, don't use .gdb as file extension.

You haven't created the database with Firebird 2.1, otherwise the ODS
would be 11.1.

Right. In this case, the server-wide page buffers setting in
firebird.conf will be used for this particular database.
