Not always :-) I think, "counting weeks" is heavily country-
dependent. For example, in
http://de.wikipedia.org/wiki/Woche#Z.C3.A4hlweise_nach_DIN_1355_.2F_ISO_8601
it is mentioned (for Germany): "Each year has either 52 or 53 weeks".

Further down that website, for the USA it is mentioned:
"Each year has 53 weeks." (!)

Conclusion: Never rely on any week calucation within internationally
used software :-)
