I' am very sorry, problem solve, from /etc/xinetd.conf:

instances = 60
cps = 25 30

and I have +/- 70 computer connected.

I change to :

instances = 150
cps = 150 5

Is it always the SAME XP clients that cannot connect? What error messages and log messages appear?

Did you reduce the database cache size? If not, then the problem probably has nothing to do with their being XP clients. Your server would suffer exhausted resources with relatively few connections...
