For a start, I would check the following:
1.) Look into C:\Windows\System32\Drivers\Etc\Hosts for the entry
127.0.0.1 localhost
(It should be there.)
2.) In the network control panel, look at the TCP/IP properties:
a) is port 3050 enabled in the Windows firewall? (I'm not quite sure,
but I remember the firewall being active even for "local" TCP
connections)
b) is TCP filtering enabled? If yes, you'll have to put port 3050
into the passthru list.
(I don't exactly know how all this is called in an English Windows, but
you'll should be able to find it.)

And, in the services control panel, the DNS resolver service should be
running.

Just a few guesses...
