Is it 64-bit Windows Server 2003? You won't be able to load the (32-bit)
fbembed.dll on 64-bit windows (though I think the error message might be
different)

You could try using a tool such as depends.exe to make sure all
fbembed.dll's dependencies are present (e.g. msvcp71.dll and msvcr71.dll)
