When more than 63 database connections are made, I found that FB will
crash, and I will have to restart the FB services. Is this a
limitation of FB or windows? Any setting that I should change so that
it can accept more connections?

Are you using classic or superserver? Maybe even more information is needed.
Maybe you are somewhat optimistic: 256MB RAM on WinXPpro with 63 users.
