The FBK is the most compressed natural representation of a database that
can be made -- containing none of the overhead that is required for an
operational database (Indexes data, RDB$Pages table, record and page
headers).
The users are most probably seeing an "artifact" of using Windows
Explorer to view the FDB file size.
Remember: Windows does not update the file information for some
databases until the database is closed.
