OK, I have solved it. I used Process Explorer (the successor to
FileMon, which someone else recommended) and found that while it was
easily finding ib_udf.dll, which contained the UDF that wasn't being
found, it couldn't find ib_util.dll, which is used by ib_udf.dll. I put
that in one of the places it was looking for it in, and everything is
perfect!
