Easy. Write a short posting to the firebird-tools list (find
instructions at http://firebirdsql.org/index.php?op=lists), including
a stable URL where it can be downloaded. If you need someone to host
it for you, mention that in the listing.

You can also use that list to post news of updates, answer user help
questions, et al.

IBPhoenix picks up and updates the Contributed Downloads listings
from there, also. Use a product name that isn't already being used.
