Had a good look round for GUI tools that do a restore, but found nil usable.
Will ask in Firbird-Tools. Is that a FB newsgroup?

API. If you need to build it into your applications, ask on the
forum for the database access interface you're using.
Several GUI tools have backup and restore available. Ask on
Firebird-tools....
