The important thing for compliance with the licensing is for the user
to be informed about what licensing is applicable and to be able to
read the licences. Just include the two licence text files. If you
want to, you can replace them with a text file that simply states
that the code is distributed under these two licences, and provide
links to the two licences (which you can get easily from the Home
page at the Firebird site).
