So how are DB2 Everyplace, SQL Server for Windows CE, Oracle 9i Lite and
Sybase's SQL Anywhere marketed?

Borland's marketing dept tried that strategy for years without success.
Do you remember this phrase?

EMBED - DEPLOY - RELAX.

It's still at my site. :-)

They positioned IB as an embedded db and hence corporate customers
thought it was a toy unable to handle concurrent load.
