I would use the console (IBConsole) or any other DB Management tool
to create the DB metadata. I would save this as a text file.

Then I would use notepad (windows) or vi (*nix) to find and replace
every occurrence of "CHARACTER SET xxx" (where xxx is the incorrect
character set) with CHARACTER SET yyyy.

I would create an empty new database with no structure but with the
correct character set. (I would use IBConsole in Windows)

I would then run the changed metadata file using the -i switch from
the command line, which would create an empty database file.

Finally, I would use a data pump to pump all the data across. I
think Maartijn's Database Workbench can pump the data across.
