Here is something I found with a quick search:
ERROR_SERVICE_CANNOT_ACCEPT_CTRL
(1061)
The service cannot accept control messages at this time.
The client tried to send the service a control, but the service was in a
state where
it could not receive that control. This normally happens when you try to
send a control
to a service in the SERVICE_STOP_PENDING state, but can also happen for
certain controls
when the service is in the SERVICE_START_PENDING state.
Hope this points someplace for you. I received the same message some time
ago but did not log the problem or solution at the time.

What could be causing error 1061?

System is a TS machine running Windows 2003 std
