Yes but the difference is in taking the db off line that is in some
situations not possible or is possible for very short time. This is not
a case of database that is 50-100gb size or more - to do backup-restore
it takes several hours!

It is not obvious to me that shrinking of database file is necessary but
I'm certain it could be useful. The way around to avoid this problem is
just proper design of application processes - this may be not always
possible.
