Fb2 has two case insensitive collations out-of-the-box, and they are
PT_BR and WIN_PTBR. More are bound to come I guess.
Also, case insensitive collations used to be available for earlier
versions of IB and Fb here: http://www.brookstonesystems.com/ but I
never tried them.
