Thanks everyone, your replies made me think and problem is now solved...

Steve & SanTa: backups are in transportable format by default, so no
need fot T flag.

Martijn: Yes, there is no FB running because on this win PC we use
embbeded. Which leads to:

John: You're right, someone had replaced fbclient.dll with newer one.
But as we use embbeded there it should have been fbembed.dll renamed
as fbclient.dll
