This may not be what you want to do, but if you only want to use the
databases as templates,

then why not just keep a set of creation script templates and run the
creation script template

when the user selects the template.

It's quite possible that the creation script template for a database might
be smaller than the database

itself if the table structure is not extensive.

This depends on whether you have some kind of script component that can run
a script within your

program.

The only real control you have is page size - do a gbak/restore
trying different page sizes ... there are only 5 possibilities
and one (16Kb) is known to be wrong. A compressed backup is
much smaller, but you said that won't work.
