What needs to happen to allow this to work with DatabaseAccess NONE?
And I'm assuming the firebird user doesn't need execute permission for
the FDB file, just read/write.

It works perfectly, as long as you set DatabaseAccess to RESTRICT and
cover all of the trees where you want to allow databases to be accessed
AND (on POSIX) you give the firebird user and group rwx access to those
directories. The firebird user also needs rw access to the database
files.
