If you are using terminal services, then you wont be able to do a local
connection, you will need to use a TCP loopback.

Is the rest of Firebird working, iSQL etc??

Also, do not discount file system security permissions.

You haven't really provided too much information as to what you have
tried, what is working and what are you doing when you get the error.
