Because you first created all metadata and imported the data after that.
I Assume you first created the tables with only the PK's,
then filled with data,
then created foreign-keys / indexes.

When an index is created the statistics value is computed, thus when the foreign-keys/indexes were
created there was real data to compute that value.
At time the PK constraint (and his index) is created there was no data inside the tables.
