I don't know it for sure. As far as I remember from tho old days,
Windows tried to get a connection with its "pure NetBIOS". Due to the
lack of the ability to route "NetBIOS" through a router, it won't get a
connection at all. After a timeout it tried it with "NetBIOS over
TCP/IP". And this timeout can cause the delay. But as I stated in the
first line, I can't guarantee any success ...
