If the following doesn't work

gsec -user SYSDBA -pa masterkey -modify SYSDBA -pw <new password>

try

gsec -database "localhost:c:\program
files\firebird\firebird_1_5\security.fdb" -user SYSDBA -pa masterkey -modify
SYSDBA -pw <new password>

Although you specified the database you did not specify the server.
