It depends.
Certainly as work progresses on a production release, and the related
documentation, the items in the tracker are reviewed.

newer items have been reviewed in detailed and confirmed. Most obvious
invalid items (i.e. support issues) are caught fairly soon after they
are posted.
Please keep in mind that bugs are not resolved on a first come
first-served basis, but rather on the basis of 'criticalness' for the
largest number of users.
Some of the cases are 'extreme' examples -- the oldest open case is a
perfect example. Claudio V. posted some examples of statements which no
reasonable user would ever use, but which are not
caught/handled/rejected by the engine. So, while they are bugs, they
are very minor in the scope of things.
Other items are examples of issues which require substantial changes and
therefore are being resolved as the product/engine area is tackled. A
good example of this are the numerous issues related to Character Sets
and Collations. This entire functionality has been rewritten for v2.0
by Adriano dos Santos Fernandes so the cases should be resolved soon.
