In this scenario all clients run on the local PC.
Well in an other scenario you mentioned there will be a few software
developers, who have to connect to the DB. Shame on my lack of fantacy,
I assumed, the developer will run their processes localy.

To check, if a process is answering on port 3050 you can use the winsock
libraries from MS SDK
(http://msdn.microsoft.com/library/default.asp?url=/library/en-us/cpref/html/frlrfSystemNetSocketsTcpClientClassTopic.asp)
assuming you use MS-C#.

I guess there are more, but we have no short workaround. I have some
ideas, how I would handle your problems, but no one will satisfy you.
