How do I go about reporting a bug?

I want to create a db using the ISO8859_2
character set.

When I try to create a db, I don't have the
option of choosing this, yet, when the db
is created, there in the RDB$Character_Sets
is ISO8859_2 - so why can I not create a
db using this charset, if it is available?
It's one of the reasons I have for choosing
FB 1.03!


I'm confused - I think I'll send Lorenzo an
