The link isn't exactly broken, there's something wrong with our handling
of mime types that makes Firefox (and some other browsers) assume that
.pdf's and .zip's are ascii files. Try using IE...

I've been over this problem a bunch of times and think the system is
setup right, but am quite willing to try again if anyone has suggestions.
