FB usually runs under a different account to what you would use to logon.
Check with Service Manager to see what account is running under and make
sure that user has the correct rights.

Also ensure FB can use External Tables. Open firebird.conf and search for
"External File Paths/Directories" you should have ExternalFileAccess set to
Full or Restrict (the default is None).
