You are correct. If you give me a working fdb file, I can connect to it
and do as I wish. This is not a restriction on embedded per se, but a
weakness in the FB 1.x / IB 6 security model. The same weakness is true
of superserver if you allow access to the fdb file.

I believe some of these issues are addressed in FB 2.0 which is
currently in alpha.
