I use Tortoise and don't have any good suggestions, but the procedure
should be pretty trivial. The command line instructions for anonymous
download at http://sourceforge.net/cvs/?group_id=9028 should be a good
starting point.

If WinCVS has an option that ignores empty directories, you'll need to
turn that off or you'll have problems with the Vulcan sources.
