Shutting down a database can be done by GUI-Tools as e.b. IBOConsole,
gfix should be able to do the same but I have never done it this way.

Shutdown in general does switch database to single-user (immediately
or delayed). All users are kicked out at shutdown but SYSDBA can AFAIK
reconnect immediately.

For Backup generation you should consider gbak - it does not require
any shutdown you can backup an active database.
