There are several xinetd.conf settings that could be limiting you.
In addition to instances, you might want to check the values for
per_source and cps. (Don't just look in /etc/xinetd.conf, make sure
you look at the firebird specific settings -- usually in
/etc/xinetd.d/firebird).
