Brian,
The main ftp server at SF (the one that you are getting pointed to from the
direct links) appears to have an overload load problem at the moment. (I
have GetRight).
You will have better success if you go directly to
http://prdownloads.sourceforge.net/firebird and scroll through the highly
unfriendly list to find the kit you want to download. Click on the
Download link and you will go through to the dialogue for selecting a
mirror. Select one that is close to you (the one in Ireland is usually
good, even from here in Australia; the Japanese one is also pretty good).
Hint: on the files/engine page at the main Firebird site, hover your mouse
over the link to the file you want and write down the name. You will be
glad you did that - the prdownloads page is a total haystack! (but one
mustn't look a gift horse in the mouth...)
