No one will take away the option of using quotes, which will stay the only SQL-compliant way to use non-standard characters in identifiers. And for unquoted identifiers, it doesnt matter if they are case sensitive or not, because for all ASCII-characters, uppercasing/lowercasing is determined. Case sensitivity in unquoted identifiers would not be standards compliant, so it has to stay the way it is.
