So ... if he has a dozen handhelds all synchronized to the same
generator value and the each run a thousand transactions before their
next sync up, which one gets the key value?
You can increment the generator on the central system past an assumed
transaction count at refresh, but you can't afford to stop business
because you've run out of tokens and need to "recharge" your generators.
