I am using firebird in a mode that does not require the security.fdb
database. Could this be the reason I am getting this error?

Perhaps the firebird process has no access rights (filesystem level!) to the
.dll file.
Try to give "Everybody" at least read permissions. Rightclick ->
Properties -> Security ...

And remove the other rfunc.dlls. :)
