Every group and user in the security panel (including the account I am
logged into and the SYSTEM) have at least read access. Nobody is denied any
access.

What account should the database be running under? Localsystem?
Also, is there any need to register rfunc.dll?

Perhaps the firebird process has no access rights (filesystem level!) to the
.dll file.
Try to give "Everybody" at least read permissions. Rightclick ->
Properties -> Security ...

And remove the other rfunc.dlls. :)
