It is the computer name (preferable) or IP address of your computer.
Right click on Neighbourhood Network and select properties. There
should be a tab there with computer name and workgroup etc. It is
whatever is in the Computer Name box.
Disclaimer: It has been ages since I touched that OS, someone can
correct me if that is not where the computer name is located.
Now, you are able to use 127.0.0.1 or localhost, BUT that will only
work if your application is run on that particular computer. So if
you have a client/server situation, you will need to use the computer
name or real IP address of that machine. Also, localhost apparantly
gets a bit confused under terminal server (not an issue for win98,
but will be if you ever upgrade), so sticking to the computers host
name is the safest option. If you have DHCP, you definately should
not use the ip address or one day your application will stop working.
