FB2 - UTF-8 is supposed to be fixed. I haven't testedd it myself, but
others have assured me it is corrected.

FB1.5 - workaround - set everything to no character set so raw bytes are
submitted/retrieved, or use octets (raw bytes). You will sacrifice
database centric sorting and collation. But with internationalization
you need to support user locale level collations at runtime rather than
table level collations at build time anyways.
